TRAINING STAFF INSTRUCTOR – JBSA LACKLAND, SAN ANTONIO, TEXAS – TS/SCI REQUIRED
Job Description
Training Instructor provide technical and detailed training to the AFCERT operators as it relates to DCO TTPs, and detailed use of capabilities.
Will work directly with Weapons and Tactics to ensure that all new tactics identified will be taught within 30 days to all DCO operators.
Will aid in the development of Scenarios, OJT, CT, UT, Monthly Malware Events, etc.
and will provide simulation or range, development for these events.
Document, maintain, and provide mission training, positional training, and curriculum development and maintenance as required (hardware, software, TTPs, process improvements).
Responsibilities Develop and maintain DCO and Weapon System positional Job Qualification Standard (JQS) documents, the Master Training Plan (MTP), the Master Task List (MTL) and the Master Training Task List (MTTL).
Generate simulated tasking files and data that accurately represent current operations.
Develop, document, and instruct realistic operator training scenarios.
Update/maintain/instruct in‐house operator OJT and OJT handbooks.
Perform maintenance and updates to the courseware within 30 days of change notification for both formal and OJT training.
Maintain all AF Form 4419s and AF Form 4420s for all AF ACD personnel.

8 Assist trainees in obtaining all proper accounts to the weapon system prior to attending training.
Generate complete scenarios incorporating each crew position to simulate crisis situations.
Provide classroom training or individual training of Government personnel and/or other contractor employees newly assigned to conduct the AFCERT mission.
Evaluate, document, and highlight training deficiencies for incorporation into continuation training scenarios.
Create evaluation and assessment capabilities measuring training proficiency.
Review platform upgrades and changes to develop and instruct differential training to assure crewmember compliance with operational changes.
Administer mock evaluations and scheduling via Patriot Excaliber (ePex).
Create training tools, exercises and scenarios incorporating approved tactics, techniques, and procedures (TTP) and crew risk management (CRM) behaviors, designed to increase mission efficiency and effectiveness.
Perform TTP rehearsals during continuation training and maintain measurements of crew strengths, weaknesses and ability to perform each mission type in accordance with requirements.
Assist Test and Evaluation teams with current and future operational platform upgrades for the purpose of acquiring the Subject Matter Expertise (SME) necessary for training crewmembers.
Provide course material support in the form of development and subject matter expertise for ACD and DCO operations.
Coordinate/schedule training environments and requirements with external and internal entities.
Acquire and maintain proficiency and subject matter expertise on each of the crewmember positions relevant to the ACD and IP platforms.
Accomplish a training needs assessment to determine training shortfalls, to include, the requirement for additional courseware development, staff personnel skill sets and facility configuration.
Design additional training material as requested and provide a plan of instruction prior to proceeding.
The government will review the plan and provide written feedback.
The contractor shall compose the course based on the government's feedback in the prescribed timeframe.
Develop all required training materials for course instruction, practical exercises, final exams, and course critiques.
Prepare student folders which includes: note takers, reading assignments and associated training materials.
Print, package, transport and secure all course material, as needed/required, prior to, and after instruction as necessary.
Administer a final exam to all course attendees to measure the accomplishment of training course objectives.
Administer practical exercises, as required, as part of the ACD and IP operations training courses to reinforce training.
Develop and administer course surveys to determine course effectiveness.
Prepare and present an end‐of‐course report to the AFCERT/DOT, COR, and/or DD staff no later than three days after the conclusion of each course.

33 Maintain currency in crew operations and on the operational ACD platform through the attainment and maintenance of ACD crew position certifications.
Develop and refine operational scenarios that enhance crewmember proficiency.
Maintain certification and proficiency for conducting Mission Qualification Training IAW Squadron and Higher Headquarters guidance, instructions, regulations and SOPs.
Develop and provide both orally and written training on the Mitre ATT&CK Matrix monthly and ensure at least 95% of all personnel within the unit receive training.
Basic Qualifications An active TS/SCI clearance is required to start.
Ability to gain the CSSP Incident Responder Certification (GCFA) Certification requirement within 90-day of hire date.
Preferred Qualifications Extensive knowledge with one or more of the IDS/IPS systems currently in use by the Department of Defense (DoD), Services, and Agencies (ex: AF, Navy, Army, DC3, DISA) or Federal Government.
Experience with IP addressing and domain name service; network components; Transmission Control Protocol (TCP)/User Datagram Protocol (UDP), File Transfer Protocol (FTP), Simple Mail Transfer Protocol (SMTP), and Hypertext Transfer Protocol (HTTP).
Understand the network Open Systems Interconnection (OSI) model.
Intermediate knowledge of curriculum writing/building for the DoD and instruction.
In-depth Knowledge of DoD or Air Force cyber operations policies and guides.
Familiarity with Instructional Systems Design, particularly DoD curriculum development, training, and education methodologies.
Extensive knowledge of MITRE ATT&CK framework, and its uses within the cybersecurity community (ex: Open Source projects).
