Job Title: Special Education Finance Administrative Assistant Reports To: Director of Special Education Pay Grade: D6 Dept.
/School: Special Education Department Status: Non-Exempt/At-Will Calendar: 226 Primary Purpose: Provide accountability of program budgets for the Harlandale Independent School District Special Education Department.
Manage financial records and reports.
Accurate payment of all expenses incurred by the department.
Process purchase orders, travel authorizations, and invoices for the Special Education Department as mandated by federal and state regulations.
Qualifications: Education/Certification: High School diploma or GED Special Knowledge/Skills: Proficient skills in keyboarding, word processing, and file maintenance Proficiency in basic computer operations Effective communication and interpersonal skills Ability to use personal computer and software to develop spreadsheets, databases and word processing Proficient in bookkeeping skills Basic knowledge of accounting principles Knowledge of Federal and State Board of Education Rules for Special Education funding Experience: Must have five (5) years office experience, preferably in a public education environment Work Environment: Office Environment Supervisory Responsibilities: None Equipment Used: Standard office equipment Mental Demands/Physical Demands/Environmental Factors: Work with frequent interruptions, maintain emotional control under stress.
Repetitive hand motions; prolonged use of computer.
Major Responsibilities and Duties: 1.
Maintains all budgets; local, state and federal for the special education department and retains records for seven years as mandated by Federal regulations.
2.
Prepares and reviews TEASE applications and amendments as required by Federal and State agencies as approved by Special Education Director.
3.
Monitors and posts financial data on computer for special education budget expenditures.
4.
Processes invoices for payment and audit purchase orders; checks accuracy and availability of funds on special education campus requisitions and payment vouchers.
5.
Acts as liaison for special education teachers and professional staff on funding matters.
6.
Maintains vendor, campus, budget code database on all special education purchase orders.
7.
Prepares and submits projected budgets; local, state, and federal and submit to Assistant Superintendent of Finance for board approval as approved by Director of Special Education.
8.
Prepares purchases related to adaptive assistive devices, computer hardware, and assessment instruments.
9.
Amends budgets as approved by Director, to meet the needs in the educational setting.
10.
Compares central office budgets with special education through the district data system.
11.
Maintains salary and benefit schedules and budget codes on special education professional, paraprofessional, and support staff.
12.
Reports budget changes to Assistant Superintendent of Finance and payroll department, as needed.
13.
Maintains calendar on all special education travel for teachers and administrative staff request lodging and confirmation on reservations and registrations as needed.
14.
Audits and submits for approval to Director travel requests and settlements with proper documentation as required by the Business Office.
15.
Requests financial activity reports through district data system as needed to reconcile budgets during the school year.
16.
Monitors all special education purchase orders for allowable and non-allowable expenditures as required by TEA mandates.
17.
Coordinates bidding process with business office for equipment/materials.
18.
Prepares and maintains all service provider contracts for services as mandated by TEA.
19.
Audits all records of service from service providers for accurate payment of contracted fees.
20.
Tracks, inputs and submits transportation logs for Medicaid Reimbursement.
21.
Submits ASCCII report to TASB on a bi-weekly basis.
22.
Creates PO to vendor for department office supplies.
23.
Participates in Random Moment Time Study yearly training/certification and assist in record keeping of participant training, certification, etc.
24.
Works with district finance department in completion and submission of cost-report for Medicaid billing.
25.
Maintains laptop inventory and distribution.
26.
Assists KRONOS Timekeeper/Editor for employees attendance.
27.
Assists office staff as needed 28.
Assists Director of Special Education in all fiscal matters pertaining to special education.
Other: 29.
Performs other job related duties as may be assigned by the Director of Special Education or designee.
