JOB SUMMARY: Coordinate and provide direction in the development of staff capacity and manage fiscal, human and technical resources for mental health, counseling, school health, and school safety.
POSITION REQUIREMENTS: JOB KNOWLEDGE Master’s degree required from an accredited university.
Valid Texas teaching certificate required; endorsements in Certified School Counselor, Licensed Specialist in School Psychology, Licensed Professional Counselor, Licensed Master Social Worker preferred.
Five years of post-license/certificate experience in assessing and providing mental health counseling/intervention services to individuals experiencing crisis and/or traumatic experiences.
Certified trainer in Youth Mental Health First Aid (YMHFA) preferred.
Certified trainer in Psychological First Aid for Schools (PFA-S) preferred.
Knowledge of mental health services in public school settings with emphasis in areas of evidence-based strategies reflecting trauma-informed, mindfulness, self-regulation, prosocial skills, resiliency building strategies, Positive Behavior Interventions and Supports (PBIS) implementation best practices, and Multi-Tiered Systems of Support (MTSS).
Experience developing and presenting professional development to students and adults within the area of Social Emotional Learning (SEL).
Knowledge or experience working with comprehensive School Support Programs integrating health, safety, and social emotional wellness.
Demonstrated competency in management and educational leadership; formal training or demonstrated competency in supervision.
Demonstrated interpersonal skills and expertise in facilitating groups.
Demonstrated knowledge of age appropriate social emotional, counseling, and mental health resources.
Experience in program and professional development for mental health and counseling services.
Knowledge of and experience in adult learning and planning appropriate staff development for adults.
Proficiency with standard functions within electronic applications such as MS Office (e.
g.
, word processing, electronic spreadsheets, Google Suite) and e-mail.
Proficiency with computers (PCs and/or MACs) to include desktop management, file management and operations, and working in a network environment.
Exceptions to these requirements will be considered based on exemplary skills, training, and record of success.
PRODUCTS/OUTCOMES Provide regional leadership and oversight of the School Safety programs including Intruder Detection Audits by meeting all required program metrics and supervising managerial staff.
Develop, oversee, and maintain funding strategies to support mental health/counseling and school health and safety services and products.
Provide leadership and support for Project AWARE activities.
Complete grant applications as required for continued or new funding opportunities.
Prepare federal/state/local program reports regarding the programs and services under direct management responsibilities.
Oversee the maintenance of grant activities documentation to ensure compliance.
Provide technical assistance in related areas of expertise, program planning, implementation, and evaluation.
Serve as a liaison between clients, community resources, and state and federal agencies.
Deliver products/services in a timely manner according to state grant metrics.
Collect and analyze data for ongoing evaluation and improvement of assigned program areas.
Coordinate and provide leadership for the development and implementation of professional development and support services in the areas of mental health/counseling, school safety, and school heath.
Provide direct supervision for school safety, school health, mental health, social emotional learning, and counseling program staff.
Provide direct regional support in the identification and implementation of high-quality, evidence-based SEL programs to produce positive outcomes for students, including improved behavior, attitudes, and academic performance.

SUPERVISION AND ORGANIZATION OF STAFF Ensure that a comprehensive system of supervision, substantive performance evaluation, and staff development is provided to staff members.
Recommend a staffing pattern for assigned program, which ensures efficiency, productivity, and effectiveness in all areas.
Recruit individuals who best match the requirements of the position and the culture of the Center.
BUDGET RESPONSIBILITY Develop, monitor, and manage multiple unrelated or complex assigned budgets.
Monitor program expenditures to ensure use of funds in accordance with program guidelines and Center policies and procedures.
Be aware of and follow program guidelines of allowable costs when recommending use of program funds for expenditures for supplies, equipment, and facilities in area of assignment.
Maintain an effective inventory system of program assets at the Center and off-site locations.
Monitor time accounting records of personnel.
PHYSICAL/MENTAL DEMANDS & ENVIRONMENTAL FACTORS Tools/Equipment Used: Standard office equipment including personal computer and peripherals.
Posture: Prolonged sitting/standing; occasional bending/stooping, pushing/pulling, and twisting.
Motion: Repetitive hand motions including frequent keyboarding and use of mouse; occasional reaching.
Lifting: Occasional light lifting and carrying (less than 15 pounds).
Environment: May work prolonged or irregular hours; frequent region-wide travel; occasional statewide/nationwide travel; exposure to low or intense illumination.
Mental Demands: Work with frequent interruptions; maintain emotional control under stress.
ADDITIONAL REQUIREMENTS Function within the policies and administrative procedures of ESC-20.
Accept other responsibilities as assigned.
Dress and groom appropriately for the ESC-20 work setting.
Travel independently to fulfill the responsibilities of the position.
Serve at the will of the Executive Director.
FUNDING This position is partially funded out of state and/or federal grant funds.
These programs are implemented in compliance with all applicable statutory and regulatory provisions.
The duties associated with this position are allowable and allocable to the grant funding.
Time and effort records for this position are in accordance with the requirements in the applicable Office of Management and Budget (OMB) cost principles.
