Job Summary:
The Proposal Manager is a critical member of T3i’s business development team and is responsible for generating professional, compelling, and winning proposals essential to growing the business.
The ideal candidate will have a mix of established skill sets such as proposal management, technical writing, program management, Department of Defense (DoD) knowledge, and Special Operations Forces (SOF) industry experience.

The Proposal Manager will be collaborating with all the company stakeholders as he or she leads and executes successful campaigns.
The ideal candidate will have extensive experience with the proposal process and management, technical writing, and technical document generation.
The Proposal Manager will serve as lead on proposals, task orders, and sources sought, as well as support color team reviews, write proposal sections, and develop winning strategies.
This is a full-time exempt position in which the work is performed under limited supervision by executive management and is evaluated based on technical performance and awarded contracts.
Responsibilities: Serve as Proposal Manager for multi-million dollar business pursuits and other submissions in collaboration with the Capture Manager and a team of experts.
Interact effectively, both verbally and in writing, with senior leadership and staff including the Capture Manager, Program Manager, and others throughout the development of the proposal.
Deliver compliant, professionally produced proposals within customer agreed upon timeframes Manage a proposal team including volume leads, technical writers, and graphic artists.
Plan, manage and coordinate resources in support of proposal and marketing efforts Manage proposal shared drives and data to ensure efficient team operations.
Provide expertise in analyzing, assessing, and recommending actions on proposal opportunities.
Manage calendar and coordination of proposal schedule and activities (kick off meetings, color team reviews, SME coor dination, writing/reviews, production, etc.
).
Schedule and participate in capture planning for key proposals including development of themes, strategies, teaming and execution/performance strategies.
Conduct quality control on proposals, presentations, and marketing materials Maintain ownership of the proposal process, suggest enhancements, develop reusable materials and user-friendly systems, and identify and implement efficiencies across the proposal lifecycle.
Write selected proposal sections to incorporate innovative approaches that differentiate T3i (e.
g.
themes, best practices, new ideas, etc.
) Lead production and coordination of strategic marketing pursuits (e.
g.
Sources Sought, RFIs, White Papers, Capability Briefs, etc.
) Assist with collection of lessons learned and incorporation into SOPs and other processes Knowledge, Skills, and Abilities: Understanding of U.
S.
Federal Government procurement system Ability to work well in a team environment Strong attention to detail Excellent writing and grammar skills Excellent time management and ability to meet deadlines Excellent communication and interpersonal skills Ability to work independently and prioritize workload demands Ability to multi-task and work under tight time frames, including occasional nights and weekends Required Skills and Experience: Bachelor’s degree in English, Business, Communications, or related field 6 years proposal experience, and 12 years total professional work experience Thorough understanding of federal procurement regulations for FAR/DFAR Current or ability to obtain and maintain a USG Top-Secret Security clearance Desired Skills and Experience: Experience preparing teams for oral presentations and proposals Experience developing and managing reusable content repositories Certified/trained in Shipley and/or APMP Knowledge of Adobe Creative Cloud Tools a plus (Photoshop, Illustrator, InDesign) Experience/familiarity with Google Apps for Business (Google Docs) Type of Employment: Full Time
