Summary: We are looking for a Training Specialist III - Site Lead to support services to perform a variety of analytical, planning, and development of related tasks concerned with training requirements, concepts, and strategies for new, modernized, and developmental medicine and medical training equipment, systems, and devices.
This position will be responsible for the development, review and revision, and submission of STRAPs and STRAP waivers; input to the acquisition process assuring training requirements and capabilities are identified in the STRAP; and provide training related input to Doctrine, Organization, Training, Materiel, Leadership, and Education, Personnel, Facilities, and Policy to capabilities development documents (CDDs).
This position is located in Fort Sam Houston, TX.
Responsibilities: Essential Job Functions: Manage the day-to-day operations at the assigned performance location.
Be the single technical point of contact to the Government and to the Project Managers Train, coach, and monitor assigned team members Handle escalated call, complaints, questions, and queries as necessary.
Provide input to the needs analysis process to identify the target audience, product development requirements.
Coordinate with SMEs, capability, doctrine, and material developers to identify unit capabilities, functions, and responsibilities.
Conduct individual task analysis to identify tasks, events, and training and education requirements, provide recommendations to a Collective Training Analysis (CTA), and assist with corrections/modifications to the CTA.
Conduct training and education analysis.
Use the DOTMLPF framework Identify training requirements.
Conduct classroom and laboratory instruction (i.
e.
, teach) of any/all lesson topics in the courses using the approved course materials and methods that are likely to ensure that students meet established learning objectives.
Assist in development, set up, administer, and grade written and practical examinations as well as perform appropriate statistical analysis on exam results in accordance with the policies and guidelines provided.
Assist as a technical consultant in developing a Basis of Issue Plan (BOIP) to acquire information for inclusion in the BOIP and BOIP input.
Responsible for developing training strategies and concepts for material and non- material training products.
Assist in developing training requirements documents, prepare draft Individual Training Plan (ITP), and courses affected by a proponent ITP.
Develop the training strategy for current and or new materiel or non-materiel solutions to support institutional, operation, self-development, collective training, and training support requirements such as training aids, devices, simulators, and simulations (TADSS).
Assist in preparing Training Support Package (TSP) for customer user tests, pilot training events, and validate the TSP.
Assist in designing draft scenarios, exercises, and drills to support customer user testing of medical and non-medical equipment and training devices.
Assist in development and revision of STRAPs for simulation capability in training products and programs, integrating simulations and simulations technology into training products and programs.
Assist Material Developer verify interoperability of educational/training products.
Assist with validation of learning materials and the analysis of the findings and comments during Individual validation, small group, large group trials; Instructor and Key Personnel Training/New Equipment Training material and test validation; technical and user manual validations.
Assist in development of training requirements and training resources for input to capability and other related requirements documents.
Conduct front end analysis and training development requirements.
Act as the subject matter expert in planning, developing, and reviewing of collective training materials.
Coordinate with TRADOC, FORSCOM, HQDA, and appropriate agencies to address and resolve training gaps or delta.
Developing training materials which incorporate a full range of training strategies (i.
e.
, discussion, gaming, tutorials, and simulation.
) Conduct classroom and laboratory instruction (i.
e.
, teach) of any/all lesson topics in the courses using the approved course materials and methods that are likely to ensure that students meet established learning objectives.
Training objectives are achieved through lecture, group activities, demonstration, hands-on instruction, troubleshooting practice, troubleshooting testing, and computer-based or blended learning options.
Assists with activities to maintain program accreditation.
Instruction may be conducted in a virtual environment over the internet using programs such as Blackboard, Microsoft TEAMS, ZOOM, or other virtual enhancement programs.
This may require monitoring and responding to questions or message board information/requests.
Support for the instruction of the Biomedical Equipment Technician Program (20 course iterations, comprised of 13 classes each, at 44 weeks, four days long, and run concurrently with 18-20 students per iteration.
Participates as a team member on assigned projects and or programs and during the absence of other team members.
Use a combination of knowledge of the methods and techniques of instruction and practical knowledge of Army Medical subject matter to provide expertise for the development of complete, consolidated self-contained training products.
Participates and assists in the analysis of alternatives (AoA) and cost-benefit analyses (C-BA) to assess and record alternative training implications.
Identifies and develops collective task(s) in support of Standardized METL when required by doctrinal and TOE changes.
Identified training needs based on training deficiency or introduction of new doctrine/new system/equipment or technology.
Initiates collective front-end analysis (FEA) for current and emerging medical capabilities.
Analyzes the training objectives required, references available, and previously developed materials, to determine the validity and appropriateness of the available material.
Assures the design of assessment instruments and training materials are technically accurate and functionally within known equipment and facility constraints.
Provides technical guidance in the analysis, implementation, and evaluation of education and training programs.
Reviews medical career programs of instruction for compliance with the training strategy.
Strategies developed by the incumbent provide the foundation to identify, develop, acquire, and manage resources for total medical unit training.
Analyzes and interprets administrative guidance from DA, FORSCOM, and TRADOC, to provide input into the development of the Collective Training products for Army medical training.
Coordinates with subject-matter experts at the Army Training and Support Center (ATSC) to ensure collective training products communicate the intended training.
Provides guidance and assistance to governmental and non-governmental organizations in planning and developing mission and task analysis, task inventories, training matrixes, training methods, and objectives, etc.

Qualifications: Necessary Skills and Knowledge: Knowledge of a wide range of principles, practices, and concepts involved in biomedical rules and procedures, equipment characteristics, and medical systems.
Exhibit knowledge of safety regulations and procedures and shall adhere to applicable safety regulations and policies.
Possess good interpersonal relationship skills necessary for establishing and maintaining a good learning and working environment with students and faculty.
Be capable of learning and utilizing current and emerging military and commercial technology.
Demonstrated effective communication skills with senior levels.
Excellent analytical and problem-solving skills.
Excellent interpersonal skills to interact with team members, customers, and support personnel.
Excellent organizational and project management skills are required.
Ability to work independently with minimal guidance.
Advanced skills/experience in instructional design practices and Minimum Qualifications: Associate's Degree Minimum seven (7) years of related experience, including developing training content.
MUST possess vast Military knowledge and experience of the operational Army and Medical Force Structure and operations in order to provide the required competencies and services necessary to accomplish the specific tasks identified below in support of the Collective Training Division, DOTD, and higher mission requirements.
Must be a graduate of the METC BMET Program or a graduate of a civilian equivalent program, must hold an associate degree and must have a minimum of two (2) years of full-time work experience as a Biomedical Equipment Technician.
Documented expertise in their area(s) of teaching responsibility and knowledge of the content delivery method (e.
g.
, distance learning).
Evidence of expertise in teaching assignments might include documentation of continuing professional development, relevant experience, faculty development plan reflecting acquisition of new content, incorporation of feedback from course evaluations, and other sources.
Experience meeting with customer and contractor personnel to formulate and review task plans and deliverable items, and effectively execute in accordance with approved plans.
Ability to successfully pass a background check.
