EDUCATION AND EXPERIENCE :
Masters Degree
Four years of school administration experience and/or training
CERTIFICATION :
Valid Texas Teaching Certificate by the State Board for Educator Certification
Valid Principal, Assistant Principal, Mid-Management or Superintendent's Certification by the State Board
High School Diplomas and college/university degrees must be obtained from an accredited program or university approved by the United States Department of Education and the Texas Education Agency.
PRIMARY PURPOSE SUMMARY : Responsible for ensuring legally sound and effective student management.
Handles discipline referrals and conferences including expulsion hearings.
Serves as resource for school administrators concerning District policies and legal matters pertaining to student management.
ESSENTIAL REQUIREMENTS AND RESPONSIBILITIES: 1.
Works cooperatively with administrators and staff to develop and maintain a safe school environment for effective instructional management.
2.
Establishes and maintains a positive working relationship with campus personnel.
3.
Utilizes management practices that promote collegiality, teamwork and collaborative decision making among staff members.
4.
Provides for an effective two-way communication channel with staff, District employees, media, community and the board of Trustees.
5.
Ensures the Pupil Personnel Service operations contribute to the attainment of District goals and objectives.
6.
Contributes to the recommendation of sound policies directed toward improvement of Pupil Personnel Services practices.
7.
Maintains a working knowledge of Texas Education Codes regarding discipline, attendance, enrollment and other codes specific to Pupil Personnel job duties.
8.
Acts as a resource and presenter for training new teachers, administrators and other staff regarding discipline management.
9.
Assists and advises campus administrators in conducting daily due process procedures regarding discipline management.
10.
Assists in compiling, updating and producing the District Student/Parent handbook.
11.
Maintains and updates the Pupil Personnel Services Web Page to be a usable resource for campus administration.
12.
Develops and maintains systems for retrieval of information in support of Personnel Services procedures.
13.
Assists in developing, maintaining, and updating Pupil Personnel Services manuals and expulsion guidelines.
14.
Prepares paperwork and conducts disciplinary conferences, and determines if a student is placed in a discipline alternative educational setting or otherwise disciplined.
15.
Prepares scripts, policies, etc.
for evidentiary hearings; conducts disciplinary expulsion hearings and determines if a student is expelled or otherwise disciplined.
16.
Prepares paperwork and participates in expulsion appeals.
17.
Confers, contacts, schedule intakes with the Bexar County Juvenile Justice Academy for expelled students.
18.
Conducts conferences with parents/guardians and students regarding custodianship and verification of disciplinary background on students, transfers, advanced enrollments, grandparent-affidavits and foreign exchange.
19.
Advises campus level administrators.
20.
Coordinates with school and local law enforcement agencies.
21.
On call for emergency crisis response plan.
22.
Maintains all facets of the District School Choice and Attendance Tracking Programs.
23.
Inputs data, answers phone calls, notifies parents and campuses on any topic specific to Pupil Personnel Services and directs other calls to proper person/department.
24.
Develops professional skills appropriate to job assignments.
25.
Demonstrates behavior that is professional, ethical and responsible and serves as a role model for District staff, parents and students.
26.
Conducts and participates in audits.
27.
Demonstrates awareness of District and community needs and initiates activities to meet those identified needs regarding Pupil Personnel Services.
28.
Responsible for approving transfers for Continued Enrollments, Administrative, and children of employees.
29.
Prepares reports for school principals upon request by the Executive and/or Director.
30.
Receives telephone calls from parents and patrons regarding complaints and/or concerns.
31.
Visits and works with campus personnel.
32.
Establishes and maintains a positive working relationship with Hearing Officers of other local school districts.
33.
Deals sensitively and fairly with persons from diverse cultural backgrounds.
34.
Maintains confidentiality of information.
35.
Reports to work on time every day.
36.
Performs additional duties and accepts other responsibilities as may be assigned.
QUALIFICATION REQUIREMENTS: • Strong interpersonal and communication skills • Ability to use good judgment and discretion in sensitive, confidential issues and projects • Ability to define problems, collect data, establish facts, and draw valid conclusions • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations • Ability to write reports, business correspondence, and procedure manuals • Ability to supervise employees, establish and maintain effective working relationships with executive management, campus/department heads, elected officials, District employees, other school districts and government agencies, outside organizations and the general public • Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public • Valid Texas Driver's License with driving record that meets the requirements of the District ___________________________________________________________________________________________________________ While all applications will be reviewed, not all applicants will be interviewed.
