JOB SUMMARY: Coordinate the Center’s program in providing support and technical assistance for all areas of equitable services across Every Student Succeeds Act (ESSA) federal programs.
Lead and oversee Title I, Part A equitable services Shared Service Arrangement (SSA); Title I, Part A equitable services (contracted as requested) and Title II Non-Public Cooperative programs and services.
Supervise assigned staff.
POSITION REQUIREMENTS: JOB KNOWLEDGE Master’s degree required from an accredited university.
Valid Texas teacher certification required.
Three to five years of relevant experience required.
Supervisory experience preferred.
Knowledge of federal guidelines for private school equitable services.
Knowledge of eGrants and other federal/state funding sources.
Knowledge of program evaluation design and implementation.
Demonstrated facilitation skills in large and small group settings.
Demonstrated competency in management; formal training or demonstrated competency in supervision.
Proficiency with standard functions within electronic applications such as MS Office (e.
g.
word processing, electronic spreadsheets) and e-mail.
Proficiency with computers (PCs and/or MACs) to include desktop management, file management and operations, and working in a network environment.
Exceptions to these requirements will be considered based on exemplary skills, training, and record of success.
PRODUCTS AND OUTCOMES Coordinate SSA and contracted services federal program activities.
Assist with the development and implementation of an efficient and effective communication network among Local Education Agencies (LEAs), ESC-20, and the Texas Education Agency (TEA).
Ensure LEAs receive assistance with efforts to improve student performance and specialized programs/services addressing needs of districts and private school students.
Coordinate regional planning, needs assessment and staff development for districts in equitable services program areas.
Coordinate Title I and Title II Non-Public programs and services.
Serve as a liaison between LEAs and Private Nonprofits (PNPs) schools serving Title I students to facilitate program compliance and quality support and services.
Represent cooperative school districts in interacting with contacts in the non-public schools regarding identification and verification of eligible students, program design and delivery, and program evaluation and reporting.
Assist in program improvement planning for non-public schools and conduct on-site visits to monitor service delivery and ensure quality services and provide appropriate follow-up contacts.
Assist with the development and implementation of a clear and strong communication system with LEAs.
Provide timely and accurate responses to questions and inquiries from LEA personnel.
Assist with the design, implementation and the delivery of products or services.
Collect data and prepare evaluation reports for the member districts.
Maintain documentation of project activities to ensure compliance with regulations and promote quality services.
Identify and integrate technology that supports instructional programs.

SUPERVISION AND ORGANIZATION OF STAFF Ensure that a comprehensive system of supervision, substantive performance evaluation, and staff development is provided staff members.
Recommend a staffing pattern for the program, which ensures efficiency and effectiveness in all areas.
Recruit individuals who best match the requirements of the position and the culture of the Center.
BUDGET RESPONSIBILITY May manage limited number of assigned budgets.
Monitor program expenditures to ensure use of funds in accordance with program guidelines and Center policies and procedures.
Be aware of and follow program guidelines of allowable costs when recommending use of program funds for expenditures for supplies, equipment, and facilities in area of assignment.
Maintain an effective inventory system of program assets at the Center and off-site locations.
Monitor time accounting records of personnel.
PHYSICAL/MENTAL DEMANDS & ENVIRONMENTAL FACTORS Tools/Equipment Used: Standard office equipment including personal computer and peripherals.
Posture: Prolonged sitting/standing; occasional bending/stooping, pushing/pulling, and twisting.
Motion: Repetitive hand motions including frequent keyboarding and use of mouse; occasional reaching.
Lifting: Occasional light lifting and carrying (less than 15 pounds).
Environment: May work prolonged or irregular hours; frequent region-wide travel; occasional statewide/nationwide travel; exposure to low or intense illumination.
Mental Demands: Work with frequent interruptions; maintain emotional control under stress.
ADDITIONAL REQUIREMENTS Function within the policies and administrative procedures of ESC-20.
Accept other responsibilities as assigned.
Dress and groom appropriately for the ESC-20 work setting.
Travel independently to fulfill the responsibilities of the position.
